Declaring list items as records prior to a date input by a list administrator?

I have a wellness event tracking list. I would like to write a process that would prompt the administrator of the wellness system to declare all records prior to a certain date as a record whereas the users can no longer edit those items OR create a list and have all items moved from a certain date to the archive list.

Any ideas on the best approach and how to do this? I did not see any workflow that would allow for an entire list's items to be moved based on a date entered by administrator?

Oh - and another requirement is I need the 'created by' to stay in tact. I need this to keep the record as the users - thus why am thinking declaring as record verses moving (which does not keep the created by?)
