Solution for Developing Client Side App

I want to build a client side plugin for a CAD program that will allow me to access files in document libraries. What is a good method to use. CSOM, SharePoint REST APIs, WCF....  etc.. Kind of confused with the different options.

I am very experienced in C# so I would like to use something that will allow me to develop in C#.
