Form to collect registrations

Hello,  I am relatively new to SharePoint and we just upgraded to SharePoint 2010.  I need to be able to collect registrations on our intranet site.  I thought I would create a database to do so and upload to SharePoint but I found out that we do not have Access Services with our license.  Does anyone have any ideas on how I could create a registration collector to use on a basic SharePoint site?  Thank you.
