On each SPWeb we define specific permission groups (so each site has its own groups, no inheritance).
One of the groups is the group of users that is in charge of the SPWeb (main point of contacts etc).
We don't allow this group to have more than 4 users, to keep things simple in who is responsible for what.
How can I block adding a 5th user to a permission group in SharePoint?
I wanted to use an Event Receiver for this, but it seems that you cannot do that for groups only for lists, websites, and list workflows.
