Discussion Borard with workflow

Greetings,

I have a requirement to develop a discussion board with simple workflow,

where a participant issues a topic, but this topic first should be forwarded to his manager, and then if the manager approves the topic, it gets published for discussion in the discussion board.

Any Idea how can I achieve such requirement? and what tools / development do I need
