SharePoint 2010 - Central Admin Configuration file error - Line 23

Hi -

I'm in the office doing monthly maintenance/patches and I can't get Central Admin to start. I'm receiving the following error - we've previously resolved this by overlaying our compat files with a version we know to be correct - but that is not the case this time.  Is anyone around that can help me through this?
