Inherit Permissions from another list's item

Hi All,

I need to maintain parent child relationship between the lists and items of multiple lists. For e.g. let say we have two lists one is Department and another is Employee and there's one to many relationship between the department and employee list. Now if I grant permission on a particular department (list item) to user A then user A should automatically get permission on all the employees(list item ) related to that particular department .

I am new to SharePoint, it may be a easy task for some people but I have no idea to do this with minimum coding.
