Document Library user permission

Hi

I am using SharePoint Foundation 2010. I have a problem on document library user permission.

Example, I have craeted a DocumentLibrary. In this DocumentLibrary I have created a Folder.

Is possible to allow user only upload files in Folder level but not DocumentLibrary level.

I try to set Read permission to DocumentLibrary level and set Full Control permission to Folder level. BothDocumentLibrary and Folder also cannot upload file.
