please guide me towards creating best solution

Hello all,

i am creating a portal in sharepoint 2010 fora group of institution this group contains 9 colleges. hear is an example.

institution department portal

        collegesite1

        college site 2

        ..

       college site 8

each college site including portal have exactly similar design and functionality. but are separate having no relationship regarding data in them. means each have similar functionality but with own data. each site is bilingual.

i am new so i want to ask what will be best idea to follow.

should i use 9 site collection in a sharepoint webapplication, under each sitecollection there should be variations for both language .....????. in this case can i use a single master page as design is same . .?

or

there should be a single sitecollection in webapplecation having two varriations for two language. now as these variations will be created as subsite let me take ex. suppose for ex English variation label is en. so 8 colleges should be organized as bellow

en >> this is main portal

    college 1 site: subsite of en

     college 2 site : subsite of en

and so on similarly in other variation  label.

what Architecture of site will be better. as i think you people are experienced so if i follow my solution will be best.

up to now i have used second idea for creating the portal. i have done all things successfully but breadcrumb is creating probulem as it shows links from Root site.

Please guide me some one . Thanks in Advance.
