Even receiver

Hi;

I would like to write if its possible with a power shell (I'am not a developper .NET) which to allows :

1- Create or delete automatically a site when a new Item list is added (or deleted) into custom list (Can be with a even receiver ?)

2-  I have a site collection which contains 250 sites : If I add a new library into a site then it must be automalically added into all 250 sites.
