Sharepoint Retention policy on library

Something doesn't make sense to me regarding the retention policy and a document library.

My scenario is we have a library where I want the authors to review their documents after X days/months.  Then either keep or move that document depending upon what they do.

If they don't check their document I want to move it to an archive library.  This works just fine. 

BUT if they do modify their document it doesn't work fine.  Apparently the first retention step can not be re-run.  So what is the point of retention if you can't re-check that the author has, indeed, reviewed their old document? 

From searching google it seems it isn't doable which just seems to defeat the purpose of retention.  It seems you can remind the author to update their document but you can't reset it if they actually do.  Why is that?  What have others done?
