Site Collection Creation Error.

Hi All,
     I am facing an issue creating site collection. Initially my web application mode was classic mode. I am creating site collection dynamically using code, It was working fine.
Later I changed the web application to claims mode through power shell and using same code to create the site collection it is working only for administrator and throwing following error for all other active directory users.
